President: Sandi Gallion

Sandra (Sandi) M. Gallion, 51, lives in Churchville, Maryland and is the wife of Nolan Gallion, Jr.  She is the mother of three grown children, Michelle Gallion Williamson, Nolan W. Gallion, III and Stephanie M. Gallion.  She is the office manager of Union Medical Clinic in Havre de Grace, Maryland where she has been employed for the last 30 years.  She has been a member of Level Volunteer Fire Company for the last 35 years and is currently the Vice-President of the Fire Company and an Emergency Medical Technican.  She serves as Chaplain for the Ladies Auxiliary to the Harford County Volunteer Fire and EMS Association.  She is currently serving on the Harford County Sheriff's office HOPE for Harford committee.  She is an active member and past Elder of Churchville Presbyterian Church and serves as secretary of the Churchville Presbyterian Church Daycare Board.  Sandi lost her son, Nolan W. Gallion, III, to a heroin overdose in January 2015 and has been working hard to educate the public on the risk of drug abuse.

Vice President: Mindy Schneider

Mindy Schneider is a 2015 graduate of Delaware Valley University with a Bachelor of Science in Animal Science. She is passionate about agriculture and has dedicated many years to this honest pursuit as a hobby as well as a profession. She resides in Whiteford, Maryland and has two horses of her own that she enjoys training and riding. Mindy is currently the Marketing Coordinator for Visit Harford - Harford County, Maryland’s Tourism Promotion Organization.  


Mindy lost a close friend to heroin addiction in August 2016. This propelled her into a deeper understanding and fueled her desire to advocate as well as contribute her time and energy to organizations such as Matthew Yingling Foundation and Char Hope Foundation. She strongly believes in the healing power of horses and that community and connection are central to recovery.

Secretary: Bob Mumby

Bob is a business consultant with 37 years of experience advising organizations on managerial, operational and financial issues. Prior to establishing his consulting practice, Bob was Executive Director and Global Head of Sales and Account Management for JP Morgan’s Broker Dealer Services Division. He is a principal of Slate Ridge Entertainment, LLC which promotes and produces concerts that bring national musical acts to Harford County. Bob is also the co-host of the Harford Edge, a weekly local affairs radio and internet show, sponsored by the Harford County Public Library. He also devotes considerable time to making a difference wherever he can for civic, charitable and community services, as a volunteer and advisor.

Founder: Derek Hopkins

Honorable Derek K. Hopkins is the creator of this collaborative and has spent the last 8 years serving as the Harford County Register of Wills. Prior to being elected he was a full time auctioneer,appraiser, 5th generation Harford County Farmer, and a third generation real estate agent, who has focused on estate services, Hopkins is a graduate of the Missouri Auction School, Kansas City, MO.He also is a graduate of the three-year Certified Auctioneer Institute at Indiana University,Bloomington, IN. He is a member of Harford County's Agricultural Advisory Board and is for preserving the agricultural industry and way of life.

Trustee: Linda Comer

n 1982 Susie joined her father, Marvin, as Vice President of J. M. Comer Construction, Inc. In 1998 Susie and her two sisters purchased the assets of J. M. Comer and started Comer Construction, Inc. Susie serves as President/Treasurer and Director of the estimating and project management divisions. Susie's vast knowledge of the construction industry and her community involvement has been a contributing factor to the overwhelming success of the company.

Trustee: Tony Steelman

Tony Steelman founded Altus in 2003 to provide engineering services to the U.S. Department of Defense. Altus works as both a prime contractor and subcontractor on various government projects connected with the Department of Defense. As a certified small business, Tony received a, B.S. Electrical Engineering, University of Maryland (1987), has a background as a control system engineer in the nuclear power industry and more than a decade of experience in the management of engineering services companies. His small businesses provide field engineers, operations and maintenance technicians, analysts, computer scientists, software developers, budget analysts, and other specialized subject matter experts (SMEs) to support Government contracts and the private sector.

Trustee: Tamera Rush

Tamera founded TENAX Technologies in 2014, providing independent consulting to Army customers including C4ISR and Army Research Laboratory. She began her career at Fort Drum, NY until she relocated to APG in 1997. She deployed software systems across FORSCOM and AMC installations in support of lifecycle material.

Tamera is a serial philanthropist and spends most weekends watching kids sports especially soccer and lacrosse. 

Trustee: Tom Yingling

Tom was the founder of the Shepherds family support group, which is a monthly meeting to help families understand what their loved one is going thru and how to help the family heal as well.. He also devotes considerable time to making a difference thru the Matthew Yingling Foundation and wherever he can for charitable organizations, as well he volunteers at Char Hope helping teach gardening to the residents.

Trustee: Nancy Mahoney

Nancy has been a county resident & community volunteer for over 30 years and gives a lot of time to non-profits such has a Grant Writer & Non Profit Consultant. She was the Development Director BGC for 4 years and the Executive Director for the Harford Bar Foundation for 3 years. Her love for helping kids led he to becoming a Home Hospital Teacher with Harford County Public Schools she has also  worked with Teen Diversion & programs at Bay Counseling. Nancy is married to Kevin Mahoney and they have 3 children and raising a grandchild.

Trustee: Myra Derbyshire

Myra Derbyshire joined the Char Hope Family in January 2017, and now sits on the Board of Directors. Myra was the Program Director for the Char Hope Foundation, where she played an integral role in the creation of both the Emory House and Twin Stream Learning to Live Ranch. In this time, Myra also assisted with the creation of many Harford County based events such as, The Hard Truth of Addiction symposiums, the Harford County Re-entry Committee and the Women's Substance Abuse Unit at HCDC. Myra currently serves as the Executive Assistant at Maryland Emergency Management Agency, and she currently holds her Masters degree in Nonprofit Management and Social Entrepreneurship from the University of Baltimore. Myra volunteers on a variety of platforms, including the Harford County Detention Center and Harford County Behavioral Health Unit at Harford Memorial Hospital. Myra is a woman living in long term recovery, and is a proud graduate of the Homecoming Project, Inc in Bel Air.
